Chrome cast or remote control laptop from phone?

I noticed CBT nuggets videos have a "cast" button when watching on my phone. I don't have a chrome cast dongle.

Can I install something on my laptop (which is HDMI to my TV) to allow me to cast from my phone to the TV?

Or is there an easy way to control the laptop with the phone thats free? I have teamviewer but that tries to redirect the audio through the UDP connection and it's just really messy for that sort of thing.
