CRL location is defined in the cert, but the trouble happens when you have a vendor that needs to be able to roll a cert that can be accepted from anywhere, not just an inside network.

But, an inside network-only cert can easily refer to a CRL location inside the network. :D
Take a baseball bat and trash all the routers, shout out "IT'S A NETWORK PROBLEM NOW, SUCKERS!" and then peel out of the parking lot in your Ferrari.
