I'm trying to source a relatively inexpensive managed switch with layer 3 capability - in particular the ability to provide DHCP per VLAN. I think that some Unifi products can do that but wanted to stay away from the brand for various reason.

Can anyone recommend a manufacturer and series? Does for example the Netgear ProSafe series have this ability?

For ProSafe, the answer is yes: https://kb.netgear.com/30919/How-to-configure-VLANs-on-a-ProSAFE-Web-Managed-Plus-Switch-with-shared-access-to-the-internet

I'd also recommend checking out Cisco small business switches. The 300 range will have L3 functions. Dell, HP should also have products that compete in the SOHO space with Netgear.
