Long POE run

I recently installed a Cudy POE150 30 watt injector and a POE15 Extender. I am using them with an approximate 525 run of Ubiquiti Carrier Class Outdoor CAT5e Tough Cable. Everything is AF/AT compatible (at least it's supposed to be)

My configuration is as follows:

POE150 > 100m Ubiquiti Carrier Class Outdoor Cat5e > POE15 > 76m Ubiquiti Carrier Class Outdoor Cat5e > Ubiquiti INS-8023AF-O Power Converter > Ubiquiti Powerbeam PBE400.

The PBE400 powers up fine and connects (with a good signal) to the remote point HOWEVER I am unable to get data flow from (or to) the PBE400 via the LAN connection over the entire cable run.

If I temporarily replace the Extender with the Injector (and use the 76m run), I can connect to the PBE400 via the LAN. If I move the PBE400/INS-8023AF-O to the end of the 100m run, I can likewise connect to the PBE400 via the LAN. But if I try the entire 525 ft run, no go

isn't there a 100m (328ft) cable length physical limitation for cat5e?

Agreed, 100m is the upper limit of reliable performance for one run with that cable.

So the POE15 device he is using is basically a 2 port switch, and should allow for another 100m. So I am guessing the POE15 is being plugged in backwards (there is a dedicated in/out port for POE), it is just broken, or the end device needs more POE than the POE15 can supply, and while it powers up it does not have enough power to work correctly.
