Specific VDC for OTV

Back when OTV came out I guess routing couldn't occur in the same device that is performing the encapsulation.  In a Nexus data center you would require a specific VDC to be configured for OTV or to incorporate an ASR  as the OTV encapsulating device.  Is this still the case with the current version of OTV?
