One network does not ping, on another network

Hey guys...
I have a modem with fiber optics, which reaches the Internet. In one of the LAN ports of this modem comes a cable connected to a LAN output of a second modem. Another network cable goes out from the Internet company's modem to a third modem, via LAN-LAN, as in the second. The second and third have DHCP disabled and a fixed ip. The Company's modem has Gateway 192.168.1.1; the second modem has ip 192.168.1.2 and the third has ip 192.168.1.3. For example: If I'm on network 2, I gave ping network 1, it gives the message "Destination host unreachable". How do I in a network, manage to ping another?

it doesn't make sense, if all 3 are on the same network there should be ping, unless there is a break in the layer two broadcast domain.

if they were not on the same network, I would suggest that a route was needed to tell network 2 how to get to network 1.
