limit bandwidth on repeater

I try to limit the bandwidth for certain devices in my home network. I have already managed to limit the bandwidth on devices that are connected directly with my gateway router "Fritz!Box 7530". For the limiting I use the tool "evillimiter" that runs on a linux machine. My problem is that devices that are connected with my Repeater "TL-WA850RE" (that extends the gateway router) are not affected by the limitation. I wanted to ask if someone knows what I am doing wrong?

Is it possible that the traffic coming across the repeater is treated as if it was all one source, IE the repeater? If so, can the repeater itself be rate-limited?
Take a baseball bat and trash all the routers, shout out "IT'S A NETWORK PROBLEM NOW, SUCKERS!" and then peel out of the parking lot in your Ferrari.
