I'll say the one counter-offer I know about that worked happened with my daughter, when her current employer matched pay *and* gave a promotion. She's happy there.

I have received three and accepted two counter-offers in my career. All came at the same company. It was a small company that my interest and skill-set was simply out-growing. I accepted the first two counter-offers because "money". The third time it wasn't about the money any longer as after ten years I just simply wanted a change. I came away from that experience with two opinions. 1.) counter offers are not bad as long as both parties fully understand and accept why one was needed in the first place and 2.) Staying in one place more than 5-8 years can negatively impact your career.
