Can I run an Ethernet (6/6a) cable out of a switch (TP-Link) and wire it into a dual Ethernet wall plate upstairs? I want to be able to use one Ethernet to connect two devices (TV DVR box and Apple TV).

You'll want two cables for that arrangement. If you have the TV DVR and Apple TV sharing the same line, their traffic will interfere with each other.
